Unfortunately, that is IRCOp behaviour, and is limited to IRCOps.
In your case I am not sure what part of being an IRCOp you don't want to give, but you can limit what IRCOps can and cannot do by giving them a custom Operclass using an Operclass Block, and giving them very limited permissions.
